You need to get underneath the car with a test light while someone else turns the switch. Check for voltage along each step of the way. If you have voltage on the output side of the starter solenoid, but the starter isn't turning then the starter brushes are either too short or are hung up in the brush holders in the starter end plate. Either way you are not getting good contact with the commutator and no current thru the armature and consequently no torque. If there is no torque AND no voltage at the starter solenoid output, then you have to trace backwards and fine the component that is not letting the current thru. If this is your problem, then it is probably the switch in the starter solenoid, although I HAVE seen bad contact in the battery connection where there was voltage on the battery cable end lug, but NOT on the stud that it was fastened to! It is also instructive to watch the idiot lights as you turn the key from ON to START. If they go dim when you do this, then you know that lots of current is being drawn, or that there is a lot of resistance in the connections somewhere.
