This is not normal in a clean gas tank, even when the tank is low. There is a "well" in the bottom of the tank, that holds about 1 1/2 quarts of fuel that the pump actually draws from. The return line also goes into this well. Around the return line, there is a narrow gap that replenishes the well as gas is actually used. If this small gap gets clogged with rust, and the tank is below about 1/4 tank, this well will eventually run out of gas. I think Tom Hansen has a picture of this on his web site that shows how he adapted this to his old style tank. Both of my tanks had this problem, and I ended up replacing the tank.
