I right to assume that it is essentially a small exhaust tube that runs
alongside the intake manifold and empties into the main exhaust flow?

The VW workshop manual has installation and adjustment information. VW's
official explanantion of the valve's function is to " regulate the flow
of pre-heated air in conjunction with the operating temperature of the
engine." The valve is open when cold and closes with warmup. Type 3s up
to August 62 had a spacer substituted for the valve (apparently due to a
problem with the original valve design), which suggests that you're
probably all right if your valve is stuck open.
