VW's official explanantion of the valve's function is to " regulate the flow of pre-heated air in conjunction with the operating temperature of the engine." The valve is open when cold and closes with warmup. Type 3s up to August 62 had a spacer substituted for the valve (apparently due to a problem with the original valve design), which suggests that you're probably all right if your valve is stuck open.
