It will be obvious when it is running. However, in normal operation it will only get power when the engine is running or within ~1 second of when the key is turned on. Here's what you should do: Make sure there's gas in the tank. Get in the car and turn the key ON. You should hear a relay click and then click again ~1 second later. If you hear these sounds then at least a major portion of the FI system is working. If not, you need to fix it. Have someone listen under the front bumper while you just turn the key on. If they hear nothing, you will need a short small jumper cable with alligator clips on it. Clip this between the two red wires on the fuel pump relay. You may see a small spark each time you make this connection; this is a good sign that there is power and continuity. With the clip in place, go under the front of the car with a small hammer and tap gently on the side of the pump. Keep this up and tap in various directions to try to loosen up the pump/motor. It will be frozen and this may take 15-20 minutes. Once it starts and runs it will probably die and need to be restarted the same way. Each time you do this it should get easier. Just keep it up. Let it run this way for a couple of hours.
