For thread cleaning, find a bolt with the appropriate threads,
take a triangle file and notch the end of the threads.  What
you really need is a thread chaser anyway.  With a tap, you run
the risk of actually removing metal and end up with a thread
that won't accept the mirror without some wobble.  Also if you
end up with the wrong grade of tap, it could remove metal too.
Different grades result in different tightnesses of fits.

I've done this with a bunch of different bolts.

If the paint is heavy, and the bolt won't start easily, file
down the OD of the threads at the end of the bolt to reduce
the diameter a bit to allow it to get inside the hole.

Then you have your very own thread chaser that may come in
handy for somewhere else on your T3.
