Well, you should measure the pressure at the fuel rail.  There should be a T fitting between one pair of injectors.  I made a nice gage for under $10 using parts from my hardware store.  60psi gage, a 5/16" nipple, and a little bit of 5/16" fuel line.  You want about 28psi.

You have a regulator back in the engine compartment.  If it's adjusted wrong, ...

Wait, didn't you say it is already running continuously while the key is on?  If so, you already have it wired somehow to run the pump continuously (instead of the 1-2 seconds until the engine fires up...).  Just have your wife crank the starter while you watch what your pressure gage is doing.  

Lots of things might be happining with your car.  Just work through it systematically.
