First you really need a manual. The Bentley manual is by far the best 
one for your 69. The NSS is located on the right hand side of the 
shift mechanism.

If everything is adjusted correctly, but all the plugs are still 
getting sooty, then the carb is still too rich, or the choke is stick 
on. It is likely that this is your only problem and that #4 is just 
the first one to be overwhelmed by this. This is especially likely if 
the compression is okay.
