I takes a tool called a "Uni-sync". It is a piece that goes over the top of the carb and has a ball in a sight glass, which shows the relative air flow through that carb. As for the timing, VW had a tool that clipped onto the projection on the fan housing that is the mark that the pulley is supposed to line up with.
