You might find the 10x1.0 helicoil and tap at you local bike shop. This is a common repair required where the rear deraileur attaches to the frame. Bring in the knuckles and they could do it for you! Also, I've seen recently a special "nut" being used on aluminum frames. The former 10x1.0 hole is drilled oversize, and a flanged nut with 10x1.0 internal threads inserted from the rear. The flange has a 1 mm hex head to apply some torque.
