The bushing is a standard Beetle part so no problem getting one if it's worn. If the steering damper is leaking oil, replacing it might be a complete cure. If it's not leaking you need to look at possible imbalance in wheels+tyres, wear in the suspension joints, steering ball-joints, or adjustments needed in wheel bearings or the stabiliser bar. The Type 3 is pretty good for not suffering from steering shakes, so it shouldn't be too difficult to sort out. Dave.
