It sounds like someone took out the airbox with the fan when they were working on the wiper motor. They didn't get the wiper motor installed right and then they left the airbox off. The wiper problem is an easy fix, but you really need to know what you're doing to avoid cutting off a finger accidentally. Yes, it's a bit of a timing issue; it's just a matter of getting the arm on the wiper motor installed in the right position. Once you get that fixed, you can install a used airbox from any 71- 3 type 3.
