If the butterfly's in the wrong position, it'll impede air flow, and at
speed this allows less air into the cylinder and pulls less fuel. Carb sync
is primarily equalizing air flow; air flow controls fuel flow, assuming the
carbs are set up the same.

=> like a  valve not opening, or a vacuum leak.

These are certainly possible, although an ordinary manifold leak wouldn't 
cause perceptible power loss. A valve stuck *closed*, on the other hand 
... severely messed up valve train.

=> I'm thinking that he just had a valve adjuster come loose

Always the first thing to check.
