Jacob, A collapsed brake line does not allow the release of hydraulic pressure so the piston stays partially extended which maintains some pad pressure against the rotor. The caliper and piston may be OK but the bad brake line is preventing a full release. The master cylinder can create enough pressure to overcome the obstruction in the brake line to push the pads against the rotor but there is not enough "reverse" pressure allow a full retraction of the pads.
