You may need to rev the engine higher when you make the 
measurement. I tell people "medium RPM", not just a bit over idle. 
Actually what you should do is slowly increase the RPM while 
watching the voltage. The voltage will rise with increasing RPM up 
to some point, and then it will level off. This leveled off voltage is the 
charging system regulating voltage and is what you are after. The 
voltage at idle does not tell you anything useful.

These numbers are all consistent with a FI MT 73 type 3.

Since it appears that this IS the original engine, it is likely that the 
sticker is correct. I can't remember the timing for a 73 off hand. It's 
either TDC or 5 deg BTDC. I'll look at the Bentley and some other 
sources tonight.
