Okay, so the circuit is right, up to there.

Pull off the horn button and disconnect the wire that goes down the 
column. Does the horn still sound?

If so, the column is grounded some way.

If not, that wire is probably shorted to the shaft inside.

If the column is loose, then that is probably what is shorting it out. 
The column body can't be allowed to short out to the center shaft. I 
should have the column parts you need. Russ may have them, too.
