While it surely started out as part of a flat sheet, it is decidedly 3 dimensional after being stamped out. IIRC, it's much more than simply tabs bent off at an angle, it also involves forming the ring into a kind of channel so that it has depth. It also has to fit rather precisly into the plastic pieces that retain it in the wheel.
