While it surely started out as part of a flat sheet, it is decidedly 3 
dimensional after being stamped out. IIRC, it's much more than 
simply tabs bent off at an angle, it also involves forming the ring 
into a kind of channel so that it has depth. It also has to fit rather 
precisly into the plastic pieces that retain it in the wheel.

I'm sure it could be done, but in the end you'd probably wish you'd 
just gone out and spent the $30.
