They sit in the squared-off front (is front) outer corners of the fan housing where the engine tin overlaps; you can see the end of the operating shaft sticking out a few mm. Give it a bit of lubrication and see that it has turned a bit (45 degs?) from its rest position when the engine has warmed up (put a dab of white paint or typing fluid on it). Dave.
