Robert,

I had a similar problem a little while ago with my 411 FI (d-jetronic).  
Turned out that one of the wires that connected to an injector
was broken inside the little rubber boot that helps hold the connector 
to the injector.  It would work intermittantly.  Worked great after 
replacing the connector (got them from a VW dealer-cheap).

Also, make sure the connectors are clean and securely fastened.
