If this were true, then all the OE carbed Type 3s out there would run 
poorly DOWNHILL!!??? I doubt if this is the case.

I would check to see if things change with a full tank of gas. Could 
you be pulling air in the gas line when you have to suck air uphill? 
Leaky hose connection, clogged gas tank screen or gas filter?
Keep looking and thinking.
