Why not? I do this in all my cars (2 being air-cooled) and never have experienced problems that I know of. In fact, I would rather engine-brake so if I need to get moving again I'm able to do so, quickly if need be. Sounds to me like the synchro is out in his tranny and it needs a rebuild.
