I cut a slice from the air-box lump under the front hood to get good access. The tray is spot welded a couple of inches up from the lining (weld dents easy to see), so I cut onto that flange, and used a wide hacksaw blade to cut over the top. After repair to tray and cover section, I re-welded the section and finished it 'invisibly' as it's not covered. Most of the US ones have a vinyl fabric cover, so appearance wouldn't be as important.
