I have actually seen these in the specialty hardware section of the
local big-box hardware store, so don't give up.  They're just a
standard button-head cap screw. I has some troubles myself the first
time I took mine off.  One way to get these loose is to take a propane
torch and some penetrant and heat the heads up and then give them a
squirt with the penetrant.This will kind of suck the stuff down into
the threads.  It also tends to break the rust bond.  Those screws
really don't have to be that tight, just being retaining screwsbEPne, I'm sure there's not enough room between the tire rim and drum
surface to substitute a standard cap screw, besides a button head IS a
standard head type, it just may not be readily available in the
boonies.  Usually button heads are used for applications where you
need better retention, they've got a larger head than a standard cap
screw and also are lower profile.   I've also used a large pair of
visegrips on the outside and a rawhide mallet to break them loose when
the hex was wallowed out.  I've never had to grind one off, the above
methods get them loose.

You may need to head up the drum to get it to pop loose, too.  I had
to go rent a drum puller to get my left side one off, AND heat it up,
AND pound on it with a rawhide mallet.   It was scrap anyway, although
it looked good from the outside.
