It is designed like that so it is adjustable for either a beetle or a type 3 engine, where the lower muffler pipe spacing is different. You can just leave it, but getting a muffler shop to weld it up would be better. One of these came on a car I bought once. I hated it! Because of the slip connection the whole muffler system just rolled up under the car on me once when I backed into a snowbank. Now that I think about it, that one must have had 4 slip connections; I can't imagine why.
