This sounds like a perfect description of the 67 lap belt, except that those had a retractor on the outboard anchor. Could someone have mounted those to the upper anchor point instead of where they belonged? I can't imagine why ANYONE would set this up as described; even in 66 this was well publicized to be a BAD idea.
