The off-road guys have been using rack and pinion steerings for a while with VW-based front ends, the big problem is that there is no way to eliminate bump-steer and roll-steer. The last word in steering was a power rack from a Chevrolet citation, with the tie-rods crossing from side to side, so that they were nearly as long as the car was wide, and then of course there was the pump and the lines to worry with. Of course, if one has the suspension down rigid so there is no travel, and the tires are providing all the spring like a go-cart, then there are all kinds of possibilities. There are all sorts of steering units in the salvage yards, and there are lots of suppliers to the oval-track crowd, something off a midget would be about right, and so on...it would be a matter of finding something the right width.
