Turn the key ON (fuel pump will run.)
Pull plastic conn off fuel pump relay. 

Does pump stop?
Does the relay click when you remove and insert the plastic 
connector?

The red wire that feed power to the relay should come from the fuse 
box and should NOT go on and off with the hazard light. Verify this. 
This wire should also come from a point on the fuse fox that is 
ALWAYS hot, not switched by the ignition switch. Verify this.
