Its worse if it is only lowered up front, right? VWs importer here in Norway approves lowered type1s and type3s as long as they are lowered evenly. In the type1, it can only be done with the Puma style front end, it is original VW (from the SP2) so it is allowed, the type3 is just a matter of adjustment, so that is legal too. I have never see anything written that the car MUST be set to the factory standard to be road worthy, only that it is the factory setting for good ride quality and handling.
