What year is this Type-IV?

The first thing that comes to mind is the mass air flow sensor.  I believe 
it has one.  It should be a black box looking thing.  Inside is a flap and 
a sensor.  The sensor controls the flap which allows the amount of air that 
enters into the throat.  I don't have my manuals here with me so I could be 
thinking about a different FI system.

The timing could be too far advanced too.  I've known people to do this to 
adjust the idle, believe it or not.  And for that matter, the idle 
adjustment just might be out of whack too.

There's also a chance that you have a vacuum leak but these usually cause a 
rough idle.

I also don't know if this engine has a WOT sensor.  If it does, it will be 
a simple micro switch.  Though this usually causes the FI to run a bit 
richer when they go out of whack which I guess could cause a high RPM at idle.
