Do you mean how to calibrate the zero (or low end) reading?

This is done by a speedometer shop.  It requires a special test bench 
which can drive the speedo as well as a pulsed electromagnet which is 
used to strengthen or weaken the spinning magnet inside the 
speedometer.  They do not disassemble the speedos to do this.  Don't 
bother to try this yourself.  Check your yellow pages or Hemming's 
Motor News and call around until you find someone who can do VDO 
speedos.  If you are starting with a working speedometer that you 
just want tweaked a bit, this will not be expensive once you find the 
right people to help you.
