Squirt 1/2 tspoon light oil in each spark plug hole and then turn the flywheel over in the correct direction and verify that all 8 valves go in AND come back out when you do this. Check and adjust the valve clearances at the same time. Don't overdo this turning over by hand because there is no oil in the bearings. If you have a valve that doesn't return you MAY be able to free it by pulling it back out with a large pair of pliers and then working it in and out until it moves freely, otherwise you will have to remove the head and get someone to work on it. In general, if it passes this test, I would just change the oil and try to get it started.
