According to the parts book, the T3 shift-rod access panel from Aug. 64 (311 805 655B + 311 805 675 backing plate) is different from (larger than) the torsion-bar access panel (311 821 335A + 111 805 673 backing plate). I understand the Beetle shift-rod access panel IS the same as the T3 torsion-bar access panel, though the Beetle part number for the backing plate suggests the original T3 backing has been replaced by the Beetle one. Confusing, isn't it. The rod's about 3-4' long and there just isn't clearance any other way. Should have a round cover plate with a big washer on the back to hold the plate in position, see the torsion bar covers on the rear fenders, same parts. Mine were rust-chewed, got some decent ones off wrecks.
