I know that this is going to seem simplistic, but you should start by 
figuring out why that fuse is blowing.  It may or may not have 
anything to do with your turn signals.

To test part of your turn signal system pull out on the emergency 
flasher switch and verify that all 4 of your bulbs are flashing.  If 
not find out why no.

On a 68, check for lack of good grounds at corners where you don't 
get any action.
