The bails should last quite some time. My guess is that you need a new valve cover (and, of course, a new gasket). Just make sure that the gasket is seated properly first before buying a new cover. Also be sure to clean all that oil off the exchanger. Foamy engine cleaner and/or carb cleaner both work pretty well.
