68 and 69 wiring were almost exactly alike with one important 
exception.  In 69 VW added ground terminals to almost everything and 
fitted the wires to connect them together.  You can copy much of the 
harness, but don't give up your old parts with the ground terminals.

Parts that got ground terminals include F&R turn signals, turn signal 
flasher relay and all three dash instruments.
