asnwers, please!

I have a couple of questions, and I know someone has the answers. Here
goes:
1. Just had my 041 heads redone (valve job, new guides, etc.) I bolted
them back on, but used bolt-on aluminum valve covers. There were no
instructions with them (Bugpack), so I guessed at a proper torque- 18
ft-lbs, like a 13mm bolt- and they leak like sieves. I overtorqed them
to about 20-22 ft-lbs and the bolts bottomed out on the nuts under the
covers. The engine has good compression, could I be getting blow by?
The leaking seems to be as bad on both sides. I was previously running
the stock stamped covers with wire bales. I would like to think that
the heads are not the problem. Any suggestions?
2. Need to re-synch my 34 ICT Webers after cleaning them up, and
bolting on the heads, but I don't have the instructions for the UNI-SYN
sychronizer tool, they got lost in the shuffle of a recent move. Any
body have a brief explaination for me-I would appreciate it.
3.Does any one have any experiences with drilling out front disc
calipers for ventilation? I just got a new pair of German rotors from
Rocky Mountain Motorworks, they're probably the last ones I'll get for
my Notch, and I was wondering if having them drilled out would be worth
while. I also don't want to ruin an expensive set of rotors, but the
Type III discs do tend to fade out with heavy braking. Anybody out
there done this before?
 Thanks in advance.
