AmandaMcC=> A guy here in town (Bloomington, IN) has a '64 for sale for => $2,000. There's some bondo in the front and over the rear tires, some => chrome parts missing, no carpet (or interior of any kind), and => supposedly only needs a new battery. Is this a good deal? I'd say no, even in the Rust Belt. You should be able to get a car that's complete, not crusty and runs for $1500 or less. This one's older, and that's worth something, but not that much. I'll bet if you asked the list you'd find five worth considering and priced lower within a couple of hours. If you like the car and are willing to do the work to get it in shape -- which is not inconsiderable -- make him put in a used battery and prove it runs reasonably well, then offer maybe $900. Sound pushy? Check the prices on the parts you'll need and you might change your mind. By way of comparison, a guy in my club has been trying to get rid of a '66 Fast in better shape than what you describe for $200. I can get you a complete, working, rust-free, factory-air '71 Square, including a new fender to replace the ripped one, for less than $900. Arizona isn't the Rust Belt, obviously, but the deals are out there. => Also, the car doesn't have a heater, is this normal? No. Someone's probably taken the heat exchangers off and replaced them with aftermarket exhaust. I'd take that as a warning of hidden rust. Good luck!
