Interesting little levers in my door jambs

OK,

I have these little levers at the bottom of both of my door jambs in my '65 Notchback 1500s. After removing the carpets and floormats I have found that they connect to cables that run towards the back of the car.

WHAT THE HECK ARE THESE THINGS??

Mine seem to be frozen. Is this common, Do I need These things, Gimme a clue here guys!
