You could bend up a copy from bar stock, but the process of welding it to 
your axle would burn up the lower torsion arm seal and rubber shock mount, 
and possibly damage the bearing.

I wouldn't take the chance unless you have the axle beam out of the car and 
disassembled.

It's easy to hook a tow rope through any of the holes in the front axle beam.
